 Federal Government of Pakistan Announces Major Salary Relief Package in Budget 2026-27



The Federal Government of Pakistan has unveiled a significant relief package for government employees under the Budget 2026-27, bringing substantial improvements in salaries, allowances, and pension-related benefits.


Key Highlights of the Package


✅ 7% Increase in Salaries

All federal government employees will receive a 7% Adhoc Relief Allowance on their running basic pay, effective from 1st July 2026.


Merger of Adhoc Relief Allowances into Basic Pay

The government has merged:


- 15% Adhoc Relief Allowance (2022)

- 10% Adhoc Relief Allowance (2025)


into the basic pay structure. This step will not only increase the basic salary but will also positively impact future increments, pensions, and other allowances linked to basic pay.


✅ 50% Increase in Conveyance Allowance

In response to rising transportation and fuel costs, the conveyance allowance has been increased by 50%, providing much-needed financial support to employees.


✅ 15% Disparity Reduction Allowance (DRA)

The government has also approved a 15% Disparity Reduction Allowance to address salary disparities among different categories of employees.


✅ 7% Increase in Pensions

Retired government employees will also benefit from a 7% increase in pensions under the new budget.


A Positive Step for Government Employees


The latest measures are aimed at easing the financial burden caused by inflation and increasing living costs. The merger of previous adhoc allowances into basic pay is particularly significant as it will have long-term benefits for serving employees and future retirees.

Pension In Case of Re-Employment/ Appointment after Retirement

Punjab Government Withdraws Earlier Re-Employment Pension Restriction

The Government of Punjab Finance Department has issued an important notification regarding pension in cases of re-employment/appointment after retirement.

According to Notification No. FD.SR-III-4-82/2025, dated 04 February 2026, the Finance Department has formally withdrawn its earlier letter No. FD.SR-III-4-82/2025 dated 01 July 2025 with immediate effect from the date of its original issuance.

Key Highlights

✅ The decision has been taken pursuant to the approval of the Provincial Cabinet.

✅ The Finance Department's letter dated 01.07.2025 concerning pension in cases of re-employment or appointment after retirement stands withdrawn.

✅ The withdrawal is effective retrospectively from 01 July 2025.

✅ The notification has been circulated to all Administrative Secretaries, Commissioners, Deputy Commissioners, Heads of Attached Departments, District & Sessions Judges, Lahore High Court, Punjab Public Service Commission, Treasury Offices, and other relevant authorities.

What Does This Mean?

The withdrawal of the earlier instruction means that the policy position regarding pension entitlement for retired government employees who are re-employed or appointed after retirement will no longer be governed by the withdrawn letter dated 01 July 2025. Departments and offices across Punjab are expected to act in accordance with the revised position following this Cabinet-approved decision.

Rental Ceiling for Hiring and Demand of House Rent Allowance Increase

RENTAL CEILING FOR HIRING AND DEMAND OF HOUSE RENT ALLOWANCE INCREASE

I was reading the summary for the increase in Rental Ceiling for Hiring 2021 and really happy to see the issue resolved for many employees. It is a good step of the Prime Minister of Pakistan if he accepts the summary for the 44% increasing in hiring. This is the need for time to enhance the rental ceiling of hiring for the employees in specific cities. As it is fact that due to hike in the dearness, the owners of the houses have raised the rates of their houses/flats. Many of the employees have to pay extra rather than get the hiring amount.

Rental Ceiling for Hiring and House Rent Allowance

The employees residing in the following cities are getting a Rental Ceiling of Hiring:

Lahore

Karachi

Islamabad/Rawalpindi

Karachi

Quetta

Peshawar

As I already mentioned it would be a good step if the honorable PM approves the summary of the same. But there is another important point that is considerable. A number of employees in the country are living in rented houses/flats that are not getting any type of Hiring; instead, they are getting only House Rent Allowance (HRA). Even in the specific cities i.e Islamabad, Rawalpindi, Lahore, Peshawar, Quetta, and Karachi a number of employees are getting HRA. The rent they pay to the owners of houses has also been increased manifold.

The employees are getting House Rent Allowance on the initial of Revised Pay Scales 2008 plus a 50% increase. After 2008 pay scales were revised many times but HRA remained fixed on the initial of the pay scales 2008. The last time Government issued the Notification of Revised Pay Scales 2017. Later in 2018 Government granted a 50% increase in HRA.

ISSUES OF THE EMPLOYEES GETTING HRA

In these cities, if an employee of BPS-14 will get Hiring of Rs.23554/- the same scale employee will get only Rs. 3321/-. That is a huge difference of about 20,000/- while both employees pay rent at the same amount. This is the main point that the Hon'ble PM should consider to create equality among the employees. The employee who is getting House Rent Allowance is paying rent from other sources or cutting his/her expenses. He/She has to work extra after duty time to meet his/her rent of the house. In this way, the life of such employees is very hard and he/she always struggles hard not only for the amount of rent but also other utilities.

REQUEST FOR INCREASE IN HRA

Keeping in view the above facts, all the employees of Pakistan request to equally increase Hiring as well as House Rent Allowance for all the employees of Pakistan. In this way, the employees of all areas of the country will get equal opportunities for the rent. They will easily manage the rents of their houses. in 2018 the previous Government also increased not only hiring rates but also HRA @ 50% for all employees. In this regard Notification of House Rent Allowance 2018 Federal Government as well as provincial Governments issued.

Notification of Clarification of Financial Assistance Package Punjab

GOVERNMENT OF THE PUNJAB FINANCE DEPARTMENT HAS ISSUED NOTIFICATION ON 24-09-2018 IN CONNECTION WITH CLARIFICATION OF FINANCIAL ASSISTANCE PACKAGE PUNJAB. (FINANCIAL ASSISTANCE TO THE FAMILY OF CIVIL SERVANT WHO DIES WHILE IN SERVICE). SUMMARY IS AS UNDER:

Finance Department has examined the case and it is clarified as under:

1.           Which Authority will sanction/authorize family salary in case of during service death of a office/officials?   
Administrative Department in case of provincial employees / civil servants working in field formation, will issue family salary sanction orders in  individual cases by creating  as OSD post in light of para-2(i) of the policy letter No.FD.SR-I/3-10/2004, dated 15.08.2017, No.FD.SR-I/3-10/2004(P), dated 12.09.2017 read with para-5 of policy letter of even number dated 15.08.2007 (copies enclosed).

2.           Is there any minimum length of service required for benefit if family salary?    

No specific length of service is required for benefit of family salary. The family of a civil servant appointed under PCS Act, 1974, dying while in service is eligible for grant of the same.

The families of contract employees dying while in service are eligible to the extent for grant of financial assistance only as per previous financial assistance rates circulated vide No.FD.SR-3-10/2004 dated 13.11.2014 (copy enclosed) read with S&GA`s Notification bearing No.DS(O&M)5-3/2004/Contract(MF) dated 13.02.2009 (copy enclosed).

Increase Salaries Punjab Govt Employees 2018-Budget 2018-19

Government of the Punjab has announced Increase Salaries Punjab Govt Employees 2018 in Budget 2018-19. The budget was announced on 26th June 2018 by the caretaker Government of the Punjab.

According to the budget there has been announced for the Punjab Govt Employees:

Adhoc Relief Allowance 2018 @ 10% of the running basic pay
10% increase in pension for the pensioners of the Punjab
Approval of Revised House Rent Allowance

It is to mention here that the Sindh Govt has already increased salaries @ 10% for the Sindh Province Govt Employees with effect from 1st July 2018.
