In supersession of this department  notification No.FD.PC.39-14/77(Pt.IV)(APCA/2008)Provl.) dated 04.01.2016, I directed to state that the Governor of the Punjab has been pleased to allow time scale promotion to employees in BS-05 to BS-15 holding promotion / non-promotion posts, where none or only one time promotion in the entire service is prescribed in the rules, on satisfactory completion of each 10-years of service.

Government of the Pakistan, Finance Department has issued Notification No. F.1(5)-Reg.7/87-365 dated 24-07-2017 in connection with Revised GP Fund Subscription Rates 2017. Summary is as under:

According to this Notification, the undersigned is directed to refer to Finance Division O.M of the dated 10-08-2016 on the above subject and to state that consequent upon the Revision of Basic Pay Scales 2017 for the civil employees of the Federal Government, it has been decided to revise the rates of subscription towards General Provident Fund as shown in column 5 of the table given at the copy of the Notification.

Notification Regarding Enhancement of Judicial And Utility Allowance To Judicial Officials & Officers dated 01.09.2009

ENHANCEMENT OF JUDICIAL & UTILITY ALLOWANCES IN RESPECT OF STAFF OF SUBORDINATE COURTS IN BS-01 TO BS-16

With the Section Officer (Admin), Government of the Punjab Law Department, kindly refer to this letter No. Admin 3-2/2009(CMD)/2678 dated 28.08.2009 on the subject noted above.


2.       Finance Department accords is concurrence to this enhancement of Judicial and Utility Allowance in respect of staff of subordinate courts in BS-01 to BS-16 as per following rates with immediate effect.

Notification of Clarification Annual Increment 2015

NOTIFICATION OF CLARIFICATION ANNUAL INCREMENT 2015


Government of the Punjab Finance Department has issued Notification on 11-02-2017 in connection with Clarification Annual Increment 2015. Detail is as under:

Finance Department observers that Para 5 of this Department circular letter No.FD.PC.2-/2016 dated 22.07.2015 clearly states that the annual increment of the existing employees is  Revised Basis Pay Scales 2015 in which their pay is fixed as on 01.07,2015 shall accrue on the 1 of December, 2015.


The employees who were appointed/promoted/up-graded/regularized between 02.06,2015 to 30.06.2015 do come under the above captioned Para 5 of the said circular letter. Hence, all the employees who got their pay fixed In light of aforesaid circular letter on 01.07.2015, as a special relaxation, shall be entitled for the grant of annual increment on 01.12.2015 only.

Notification of Revised Pay Scale 2017 WAPDA Employees

NOTIFICATION OF REVISED PAY SCALE 2017 WAPDA EMPLOYEES


Pakistan Water and Power Development Authority (WAPDA) has issued Notification on 14-07-2017 in connection with Notification Revised Pay Scale 2017 WAPDA Employees. Detail is as under:

Pay Scales of the WAPDA Employees have been revied with effect from 1st July 2017 after merging ARA-2010 into new basic pay.

Adhoc Relief Allowance 2010 has been existed as the same has been merged into new basic pay.

An extra Adhoc Relief Allowance 2017 will be granted to all WAPDA employees with effect from 1st July 2017 @ 10% of the new running basic pay of the pay scales 2017.


Amount of orderly allowance has been raised from Rs. 12,000/- per month to Rs. 14,000/- per month wef 01-07-2017.






Notification of Increase In Pension 2017 Punjab Government

NOTIFICATION OF INCREASE IN PENSION 2017 PUNJAB GOVERNMENT


Government of the Punjab, Finance Department has issued Notification No. FD.SE-III-4-170/2017 dated 14-07-2017 in connection with Notification Increase Pension 2017 Punjab Government. Detail is as under:

I am directed to state that the Governor of the Punjab has been pleased to sanction an increase @ 10% of net pension with effect from 01 July, 2017 until further orders to all civil pensioners of Government of Punjab.

The 15% increase in pension as allowed vide Para 1 of this Department`s circular letter No.FD.SR.III-4-108/2010(A) dated 15.07.2010, shall be discontinued for those who would  retire on after 01.07.2017.

However, 15% increase in pension as allowed vide Para 12 (i) of this Department`s Circular letter No.FD.SR.III-2-1/2011,  dated 11.07.2011, 7.5% increase in pension as allowed vide Para 1 of this Department`s  Circular letter No.FD.SR.III-4-259/2015(A) dated 13.07.2015, and 10% increase in pension as allowed vide Para 1 of this Department`s  Circular letter No.FD.SR.III-4-178/2016 dated 29.07.2016,shall be admissible to the new pensioners who would retire on or after 01.07.2017. It is to mention here that Federal Govt has also issued Notification of Pension Increase 2017 on 03-07-2017.

The undersigned is directed to refer to this Division O.M dated 13-12-2016 on the above subject and to say that Prime Minister has been pleased for the revision of Management Position (MP) Salary Package with immediate effect.

Government of the Punjab, Finance Department has issued Notification No. FD.SR-I/9-21/2011 dated 30-06-2017 in connection with Notification of Grant of LL.M Allowance @ 50% of Ph.D Allowance.


In continuation of this Department’s letter No. FD.SR-I/9-21/2016 dated 09-11-2016 regarding admissibility of Special Allowance @ 50% of Ph.D Allowance per month to those LLM Degree Holders working in the Judiciary/Law Department Prosecution Branch and all Officers of General Cadres /APUGs/ex-PCS/ex-PSS, I am directed to state that the Competent Authority has now been pleased to extend the said facility to all Government Servants across the board working under administrative control of Government of the Punjab with immediate effect subject to the condition that they acquire the LLM Degree from the universities recognized by the Higher Education Commission.

Notification of Declaration of Assets Held and Acquired by Government Servants 2016-17

Government of Pakistan, Establishment Division has issued Notification No. No.2/1/2013-D-4 dated 05-07-2017 in connection with Notification of Declaration of Assets Held and Acquired by Government Servants 2016-17. Detail is as under:

The undersigned is directed to refer to Rule 12 of the Government Servants (Conduct) Rules, 1964 and administrative instructions issued by the Establishment Division from time to time, on the subject cited above and to request to obtain declarations of assets and liabilities by August 15, 2017, for the year ending on June 30, 2017, from the officers/officials serving under them, on prescribed proforma (copy attached) which is also available on website "www.establishment.gov.pk" of the Establishment Division.

Establishment Division maintains the record of declaration of assets of PAS,PSP, Secretariat Group and OMG officers. Therefore, the declarations of the officers belonging to these Groups should be forwarded to this Division. Officers of these Groups serving under Provincial Government may send an advance copy of their declaration to this Division to avoid delay. The declarations of assets in respect of all other Service Groups/Cadres will be maintained by their respective Ministries/Divisions/Departments.

Non-compliance of the above instructions tantamount to misconduct in terms of the Government Servants (Conduct) Rules, 1964 and cognizable under the Government Servants (Efficiency and Discipline) Rules, 1973. The declarations of assets of the officers are also required to be placed before the Promotion Boards in compliance of judgment of the Honorable Supreme Court of Pakistan.

A certificate to the effect that such declarations have been obtained from all employees other than those under administrative control of Establishment Division should be forwarded to the Establishment Division by 15 September 2017, positively.

Board of Revenue Punjab, Disaster Management Department/PDMA Lahore has issued letter on 08-07-2017 in connection with Weather Advisory-Wide Spread Rains Predicted in Coming Week.

Pakistan Meteorological Department (PMD) vide Weather Advisory dated 7 July,2017 (1200 PST) HAS predicted that wide spread rain/thunderstorm with isolated heavy to very heavy falls in the country during the coming week. The PMD has further informed that Monsoon currents are expected to penetrate in upper parts of Pakistan form Sunday /Monday that will grip most parts of the country during the midweek.

According to foreseen meteorological conditions the details forecast for Punjab for next week is as under:-
“Rain/thunderstorm with isolated heavy to very falls expected at a number of places in Islamabad, upper Punjab (Rawalpindi, Sargodha, Gujranwala, Lahore and Faisalabad DIVISIONS), during Monday to Thursday. Rain-thunderstorm with isolated heavy falls also expected at scattered places in southern Punjab (D.G. Khan, Multan, Bahawalpur and Sahiwal Division) during the Tuesday to Thursday.”

Notification of Amendment Travelling Allowance Rule Punjab

Government of the Punjab, Finance Department has issued Notification No. FD.SR-l/8-14/2016 dated 29-06-2017 in connection with Notification of Amendment Travelling Allowance Rule Punjab.

In exercise of the powers conferred under Section 23 of the Punjab Civil Servants Act, 1974, (Vlll of 1974), Governor of the Punjab is pleases to direct that in The Punjab is Travelling Allowance Rules 1976 as amended vide Finance Department`s circular letter No.FD.SRl-9-2/2010, dated 1 January, 1013, the following amendments shall be made with effect from 1 July, 2017.

AMENDMENT

In Rule 2.37 (i), the following shall be substituted:

In Rule 2.37 (ii)(a), the figure 3 shall be substituted with “5”:

In Rule 2.37 (ii)(b), the word “One” shall be substituted with “Two”

After Note (3) of Rules 2.37. the following shall be inserted as Note (4):-
Note(4) Actual residential accommodation charges upto 5-dailies will be available on production of receipts as per existing rules. However, when residential accommodation receipts are not submitted only 2-dailies will be allowed to the government servant.

Government of Pakistan, Finance Division has issued Notification on 03-07-2017 in connection with Notification Increase Pension 2017 by Federal Government. Detail is as under:

The president has been pleased to sanction an increase @ 10% of net pension with effect from 1st July 2017.

15% increase in pension 2010 shall discontinue for those who would retire on or after 01-07-2017.

The pension increase granted in 2011, 2015,2016 will continue to the new pwnsioners who would retire on or after 01-07-2017.

It is to mention here that the Federal Government has also issued the Notification of Revised Pay Scales 2017 on 3rd July 2017.
