Government of the Punjab, Finance Department has issued Notification No. FD (FR)II-2/89(P) dated 23-06-2017 in connection with Cheques Issued in June 2017 will be Payable on or before 7th July 2017. Detail is as under:

In exercise of the powers conferred upon him under article-119 of the Constitution of the Republic of Pakistan, 1973, the Governor of the Punjab is pleased to direct that in the Punjab Financial Rules, Volume-I, following relaxation will be allowed in Rule 2.16:

“One time dispensation of the Financial Year 216-17 shall be allowed in respect of cheques issued in June 217 to be payable on or before the 7th July 2017.

PROVISION OF DETAILS OF EMPLOYEES WHOSE POSTS HAVE NOT BEEN UP-GRADED

I am directed to the subject noted above and to inform that Chief Secretary, Punjab has been pleased to constitute a Committee under the Chairmanship of Additional Chief Secretary for thrashing out and settling all matters regarding the employees whose posts have not been up-graded are approaching for up-gradation of their posts as well.

2.       Finance department has asked to place the demands of employees regarding up-gradation of their posts on the analogy of up-gradation of clerical posts (i.e. Junior Clerk, Senior Clerk, Assistant, Superintendent & Stenographers etc.) in the shape of working paper.

3.       It is therefore, requested to furnish the details / requisite working paper regarding employees whose are approaching for up-gradation of their posts within three days positively for onward submission to Finance Department for placing the same before the Committee.

Notification of Advance Salary Azad Jammu & Kashmir on Eid-ul-Fitr 2017 has been issued on 19-06-2017 by Services & General Administration Department, Azad Government of Jammu & Kashmir.

According to this Notification, Pay & Pension for the month of June 2017 to be issued on 1st July 2017 will now be disbursed on 21-06-2017 instead of 1st July 2017. This is being done due to the auspicious occasion of Eid-ul-Fitr 2017.

No. SOW-I(S&GAD)1-3/2008(P-II): It is notified for general information about 26^th, 27^th and 28^th June, 2017 (Monday, Tuesday and Wednesday will be public holidays, in the Province of Punjab, on the occasion of EID-UL-FITR.

2.       The above Press Release may be published in all major English and Urdu dallies both at national and regional levels, and be given wide publicity through electronic media. 

Amendment in Punjab Treasures and Accounts Service Rules, 2006

Government of the Punjab, Services & General Administration Department (Regulation Wing) has issued Notification No. SOR-111(S&GAD)1-11/2005(P) dated 06-06-2017 in connection with Amendment in Punjab Treasures and Accounts Service Rules, 2006. Detail is as under:

In exercise of the powers conferred under section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), Governor of the Punjab is pleased to direct that  in the Punjab Treasures and Accounts Service Rules, 2006, the following further amendments shall be made:

AMENDMENTS

In  column 10:
At Sr. No. 1, for the existing entries, the following shall be inserted:
“Senior Management Course or any other equivalent course prescribed for promotion from BS-19 to BS-20 by Management and Professional Development Department.”;

at Sr. No. 2, for the exiting entries, the following shall be inserted:
“Monday completion of Public Policy and Governance Course or any other equivalent course prescribed for  promotion from BS-18 to BS-19  by Management and Professional Development Department,”.,



at Sr. No. 3, for the exiting entries, the following shall be inserted: at Sr. No. 2, for the exiting entries, the following shall be inserted:
:Monday completion of Public Sector Management and Governance Course or any other equivalent course prescribed for  promotion from BS-17 to BS-18  by Management and Professional Development Department in  consultation with the Chief Inspector of Treasures Account/ Consultant (Technical/Treasury).”,

In column 5, for the existing entries, the following shall be substituted:
“Bachelors” degree (at least second division) from a University recognized by the Higher Education Commission.”`,

In column 7, for the existing entries, the following shall be substituted:
“(i) 40% by initial recruitment on the recommendations of the Punjab Public Service Commission through a Combined Competitive  Examination in accordance with the qualifications and syllabus prescribed for initial recruitment for the post of PMS (BS-17),

(ii) 30% by promotion on the basis of seniority-cum-fitness from amongst the Accountants (BS-16); and

30% by promotion on the basis of seniority-cum-fitness from amongst the Accountants who have passed the SAS/PIPFA Examination.

Windup Speech Budget 2017-18 & Salaries of Government Employees

I am sharing here the topic of Windup Speech Budget 2017-18 & Salaries of Govt Employees for the information of Govt Employees. Summary is as under:

Before the wind up speech employees expected much from the Government as Senate Committee recommended 20% increase in salaries for the Govt Employees. But the hopes of the employees faded when there was no further increase in salaries except 10% declared in the windup speech.

However there is 400 Rupees more increase in the minimum wages rates for the workers/laborers per month as there minimum salary increased from Rs. 14000/- per month to 15400/- per month instead of 15000/- per month.

So the conclusion of the salaries of Government employees is as under:

Adhoc Relief Allowance 2010 @ 50% is merged into basic pay.

Revised Pay Scale 2017 are introduced.

10% increase on the new basic pay of the pay scales 2017.

Minimum wages raised from Rs. 14000/- to 15400/- per month.

Other announcement in budget 2017 are same.

The Member of CBA met Federal Minister for Water and Power on 13 June 2017. The Minister for Water and Power appreciated the efforts of employees of all Corporate Entities for their bard work especially is the month of Holy Ramdan of the continuity of electric suppler to general Public. In recognition, Minister for Water and Power has desired that all Corporate Entities (DISCOs, GENCOs, NTDC, PETC and PEPCO) may allow one bonus equivalent to one month basis pay to their employees before Eid-ul-Fitr with the approval of their respective Hard of Directors.

Notification of Advance Salary on Eid-ul-Fitr 2017

Government of Pakistan, Finance Division has issued Notification on 07-06-2017 in connection with Advance Salary on Eid-ul-Fitr 2017

Attention is invited to Note-4 of Rule-2017 to the Treasury Rules (Vo1-1) which states that if the festive of Eid-ul-Fitr falls within the last ten days of a month, salary of that month, may be disbursed  in advance to all federal government servants and pensioners observing the festive. The advance should not be disbursed earlier than five days before the date of festival. 24 & 25 June, 2017 are public, holidays Saturday & Sunday.

Eid-ul-Fitr will be celebrated on 26 or 27 June, 2017, (depending upon sighting of Moon), It is, therefore, requested that arrangement may Kindly be made to disburse the salary and pension for the month of June,  in advance, to the Federal Government Servants and Pensioners  observing the festive, on -21-06-2017.

Latest Updates Upgradation Computer Operators/DATA Entry Operators

Government of the Punjab, Services and General Administration Department has issued letter on 05-06-2017 to the Special Secretary to Chief Minister Punjab in connection with Latest Updates Upgradation Computer Operators/DATA Entry Operators. Detail is as under:

I am dissected to refer to Chief Minister`s Office letter No.STO/SSCM/CMO/16/QT-47/00093740 dated 03.05.2017 on the subject noted above and of state that enclosed application of Mr. Baber Bashir, President Association of Computer Professionals Punjab was examined has stated that Computer Operators / Data Entry Operators are working in different department efficiently. It has been requested that the post of Computer Operators / Data Entry Operators may also be upgraded in BS-16 on the analogy of up-gradation of the clerical cadre.

It is submitted that in the wake of up-gradation of clerical cadre by Finance Department vide letter dated 04.01.2016, S&GAD is receiving a number of references / application from the employees of different cadres / services for up-gradation of their respective posts However, a Summary for Chief Minister upgrading of various posts was initiated by Finance Department vide Diary No.814 dated 05.05.2017 which was forwarded to Chief Minister`s  Office the Chief Secretary`s office Diary No 642  dated 06.05.2017. The same is still waited.
